Establishes the Hawaii cesspool remediation and conversion loan program to be administered by the Department of Health in coordination with county water and sewage departments.

Authorizes the program to provide low interest loans for upgrading or converting cesspools to septic systems, aerobic treatment unit systems, connection to existing sewer systems, or other department-approved wastewater treatment systems.

Adds cesspool remediation loan funding as an eligible use of the water pollution control revolving fund established under section 342D-83.

Identifies the problem of approximately 88,000 cesspools in Hawaii releasing 53,000,000 gallons of untreated sewage daily, with existing 2017 legislation requiring conversion by January 1, 2050.

Takes effect on July 1, 3000.
