HB 2560 Summary

• Directs the state sustainability coordinator, with assistance from the department of business, economic development, and tourism, to develop a sustainable economic development strategy using genuine progress indicators based on the Hawaii 2050 sustainability plan, Aloha+ challenge resolution, Hawaii comprehensive economic development strategy, and other recommended indicators.

• Requires the University of Hawaii to provide data mining services to analyze genuine progress indicators and produce recommendations to strengthen indigenous-based economies and create a more diverse and sustainable state economy.

• Defines "genuine progress indicator" as a metric measuring well-being that accounts for economic, environmental, and social factors, and "indigenous-based economy" as economic activity derived from native Hawaiian host culture.

• Requires the state sustainability coordinator to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2020 regular session.

• Appropriates funds from general revenues for fiscal year 2018-2019 to the department of business, economic development, and tourism for development of the sustainable economic development strategy.
