Adds new definition of "booking service" to include reservation or payment services that facilitate short-term rental transactions and collect fees for those services.

Expands definition of "transient accommodations broker" to explicitly include entities that collect fees for providing booking services, in addition to those offering or advertising transient accommodations.

Requires booking services to comply with registration identification number requirements under section 237D-4, Hawaii Revised Statutes, by conspicuously displaying the operator's or plan manager's registration number or an electronic link to it.

Authorizes the Department of Taxation to issue citations to booking services that collect or receive fees in connection with transactions violating registration requirements, with penalties of $500 per day for first violation, $1,000 per day for second violation, and $5,000 per day for third and subsequent violations.

Takes effect upon approval and does not affect rights, duties, or penalties that matured before the effective date.
