Establishes a three-year pilot project for the Department of Transportation to identify and address substandard roads in housing subdivisions located in counties with populations between 180,000 and 250,000.

Requires counties to assess and collect fees from lot owners in qualifying housing subdivisions to fund the maintenance and repair of subdivision roads and infrastructure.

Mandates that counties expend collected assessment funds to maintain and improve identified subdivision roads that may delay emergency vehicle response.

Requires the Department of Transportation to submit detailed reports to the legislature before the 2019, 2020, and 2021 regular sessions documenting road identification efforts, assessments collected, funds expended, and timelines for completing road improvements.

Appropriates funds from general revenues for fiscal year 2018-2019 to the Department of Transportation to implement the pilot project, with the Act taking effect January 1, 2050, except that Section 3 takes effect July 1, 2018.
