Establishes an Office of Public-Private Partnership within the Department of Accounting and General Services to support state and county agencies in using public-private partnerships for capital improvement projects.

Appoints a Public-Private Partnership Coordinator (exempt from civil service) to administer the office and provide advisory services to state and county agencies.

Adds four new definitions to procurement law: "Independent peer reviewer services," "Infrastructure facility," "Public-private partnership," and "Responsible public-private partnership persons" (representatives from budget and finance, comptroller, and attorney general for state projects).

Authorizes use of public-private partnership delivery methods alongside design-build contracting, with requirements for prequalification of offerors, evaluation criteria, independent peer reviewers for projects exceeding $10,000,000, and approval from the governor/mayor and director of finance.

Appropriates funds for fiscal year 2018-2019 to establish the office and fund the Public-Private Partnership Coordinator position and one additional position; requires annual legislative reports on partnerships, processes, and fiscal impacts.
