Requires the Department of Public Safety Sheriff Division, Department of Land and Natural Resources Division of Conservation and Resources Enforcement, Department of Defense, Hawaii Emergency Management Agency, and Office of Enterprise Technology Services to relocate to a joint facility at tax map key no. 9-5-09-57 by December 30, 2030.

Each affected department or agency must submit a relocation plan to the legislature no later than December 30, 2020.

Each plan must identify all facilities to be closed, propose facilities for construction within the joint facility, provide funding recommendations, and address personnel transition procedures.

The joint facility is located outside designated Hawaii tsunami zones and will centralize first responder and state information technology facilities to enable resource and support service sharing.
