Extends the deadline for counties to adopt a surcharge on state tax from March 31, 2018 to March 31, 2019.

Allows counties that did not establish a surcharge prior to July 1, 2015 to adopt one by ordinance after conducting a public hearing.

Establishes two implementation timelines: counties adopting ordinances between June 30, 2015 and June 30, 2018 may begin levying the surcharge January 1, 2019; counties adopting ordinances between June 30, 2018 and March 31, 2019 may begin levying January 1, 2020.

Applies the surcharge authorization to both general excise tax (section 237-8.6) and use tax (section 238-2.6).

Maintains the December 31, 2030 expiration date for all county surcharges on state tax.
