Establishes a working group within the Department of the Attorney General to assess tax increment financing (TIF) as a funding mechanism for water-related infrastructure and resource protection projects at the county level.

Working group membership includes the Attorney General, Director of Finance, Board of Land and Natural Resources chairperson, Director of Health, Land Use Commission executive director, and all county mayors.

Requires the working group to submit a report to the legislature no later than twenty days before the 2019 regular session addressing the viability of TIF for water projects, constitutional authority under Hawaii State Constitution Article VII Section 12, findings and recommendations, and any proposed legislation.

Covers potential projects including water conservation, safe drinking water infrastructure, watershed protection, cesspool conversion, and pollution prevention.

Working group terminates on June 30, 2019.
