Declares that University of Hawaii salary and benefits packages equal to or exceeding twice the governor's salary constitute a matter of statewide concern due to potential adverse impact on state budgeting.

Requires University of Hawaii Board of Regents to submit proposed legislation detailing any salary and benefits package equal to or greater than twice the governor's salary to the legislature at least 20 days before the next regular session.

Allows the legislature to disapprove such packages by a two-thirds vote of either chamber or majority vote of both chambers; packages take effect only if not disapproved by end of session.

Amends annual reporting requirements to include detailed information on any employee earning combined salary, allowances, bonuses, and benefits exceeding the governor's salary, including job title, description, hire date, and termination conditions.

Takes effect upon approval by the governor.
