• Establishes a centralized referral system in each county, starting with Honolulu, with $1,500,000 allocated per county to implement screening, brief intervention, and referral to treatment (SBIRT) services.

• Funds a substance use disorder case management program across all Hawaiian islands (Hawaii, Kauai, Lanai, Maui, Molokai, and Oahu) with $1,000,000 allocated per island for professional case management services.

• Creates a peer mentoring and coaching program staffed by supervisors who train volunteer peer mentors and provides incentive programs and stipends for volunteers to support individuals with substance use disorders.
