Amends Hawaii's electronic prescription accountability system to require annual determination of mean and median opiate prescription quantities for practitioners, categorized by specialty or practice type.

Requires the department to work with licensure boards to calculate each practitioner's percentile ranking within their category based on schedule II and III opiate prescriptions.

Mandates notification of practitioners whose prescribing exceeds the mean or median within their category; practitioners may also request their own percentile ranking.

Establishes that percentile ranking information is confidential, cannot be used as sole basis for licensure board investigation, and is inadmissible as evidence in civil or criminal proceedings.

Requires coordination between the department and licensure boards to provide practitioners with resources on alternative pain management options and changing prescribing practices; effective July 1, 2021.
