Requires county boards of water supply to adjust fluoride levels in public water systems serving 1,000 or more connections to optimal levels established by the U.S. Department of Health and Human Services by January 1, 2019.

Mandates boards of water supply submit implementation plans for fluoridation equipment to the Department of Health by December 15, 2017.

Directs the Department of Health to reimburse boards of water supply for initial capital expenses incurred to comply with fluoridation requirements, provided implementation plans are submitted by December 15, 2017.

Requires the Department of Health to provide technical assistance and training to boards of water supply regarding community water fluoridation system management.

Directs the Department of Health to submit a report with any proposed legislation to the legislature by 20 days prior to the 2018 regular session outlining the implementation plan.
