Establishes enhanced penalty structure for liquor licensees with multiple noise violations in counties with population of 500,000 or more during the same calendar year.

Second noise violation: minimum fine of $2,000 and maximum of $4,000.

Third noise violation: minimum fine of $4,000 and maximum of $8,000.

Fourth noise violation: one-month license suspension; fifth violation results in license revocation.

Defines "noise restriction" as provisions in statutes, rules, regulations, permits, or licenses under chapters 281 or 342F that restrict sound levels using dBA or dBC measurements.
