Authorizes the Board of Land and Natural Resources to grant special shoreline encroachment easements to qualified coastal landowners whose structures were legally built on private land but are now seaward of the shoreline due to erosion and sea level rise.

Easements are valid for up to 10 years with possible extensions not exceeding 35 years total, with easement values determined by the board rather than fair market value as currently required.

Requires prior authorization by legislative concurrent resolution but exempts these easements from requiring gubernatorial approval, unlike standard submerged land easements.

Easements must consider public policies protecting natural shorelines, beach processes, public access, and coastal zone management objectives while enabling landowners to relocate structures landward of the shoreline setback line.

Takes effect July 1, 2050 and applies retroactively to July 1, 2012.
