Clarifies and standardizes terminology by adding "applied" to all references to "behavior analysis" and "practice of behavior analysis" throughout Hawaii Revised Statutes Chapter 465D.

Broadens exemptions from licensure requirements to include individuals supervised by licensed professionals (such as unlicensed master's level practitioners, students, and postdoctoral fellows) who may implement applied behavior analysis interventions within their supervisor's scope of practice.

Adds exemption allowing individuals to design or implement applied behavior analysis services for Medicaid home and community-based services waiver participants through January 1, 2024.

Expands supervision provisions to allow licensed psychologists to supervise behavior technicians, assistant behavior analysts, and other exempt practitioners in addition to licensed behavior analysts.
