HB 2679 Summary

• Requires the City and County of Honolulu to transfer fee simple title of 82 parcels of land containing public elementary and intermediate schools to the Department of Education, effective December 31, 2019.

• Authorizes the Department of Education to acquire, hold, improve, and dispose of real, personal, or mixed property for public educational purposes, including revenue-generating uses that benefit the department's education mission.

• Requires legislative approval before the Department of Education can sell or gift any lands to which it holds title.

• Exempts school land transfers from the state's conveyance tax and requires the Department of Education to accept properties in their existing condition with all claims against Honolulu released.

• Appropriates funds to the City and County of Honolulu for preparing, executing, and recording quitclaim deeds required by the act, with an effective date of January 1, 2050.
