Requires the University of Hawaii to provide written notice to the Director of Finance at least 15 days before transferring moneys between special funds or using special fund moneys for purposes outside the statutory purpose of the special fund.

Requires the University of Hawaii to provide written notice to the Director of Finance at least 15 days before transferring appropriated funds and positions for the operating cost category among programs and among cost elements in a program.

Establishes that the manner in which the University of Hawaii manages public funds is a matter of statewide concern subject to legislative oversight under the Hawaii State Constitution.

Maintains existing requirements that the University of Hawaii account for transfers through quarterly reports to the governor and annual reports to the legislature and governor.

Takes effect July 1, 2017.
