Creates the International Moon Base Alliance, a committee comprised of representatives from Hawaii-based aerospace organizations, NASA, federal agencies, international space agencies, corporations, and space advocacy groups to guide development of a prototype moon base on the island of Hawaii.

Requires the alliance to hold its first organizational teleconference by August 1, 2018, and present a strategic plan for prototype moon base development to the governor and legislature before the 2019 regular legislative session.

Appropriates funds from general revenues for fiscal year 2018-2019 to the Office of Aerospace Development to support the alliance's work on moon base development and implementation.

Identifies Hawaii's strategic advantages for the space industry including equatorial location, aerospace expertise, moon-like terrain for testing life support and other technologies, and historical contributions to space exploration.

Takes effect on June 15, 2215.
