Requires the Department of Health to adopt rules by September 1, 2018, conforming Hawaii's underground storage tank regulations to federal EPA standards from July 15, 2015 (40 CFR Part 280)

Field-constructed tanks over 50,000 gallons installed before July 15, 2015, must upgrade to secondary containment with interstitial monitoring by July 1, 2028, and install release detection systems by July 1, 2019

Field-constructed tanks installed on or after July 15, 2015, must have secondary containment and interstitial monitoring meeting federal standards with leak detection capabilities of 0.2 gallons per hour

Onsite integral piping connected to field-constructed tanks over 50,000 gallons must upgrade to secondary containment by July 1, 2028, with interim release detection requirements and integrity testing by certified inspectors

Owners and operators failing to meet upgrade deadlines must empty and permanently close tanks by July 1, 2030, and the Department of Health shall revoke permits for non-compliance; new field-constructed tanks cannot be installed after July 1, 2019, without secondary containment
