Requires video game publishers to prominently disclose probability rates for randomized rewards and loot boxes at time of purchase and when mechanisms are activated.

Mandates bright red warning labels on game packaging or digital storefronts stating "Warning: contains in-game purchases and gambling-like mechanisms which may be harmful or addictive."

Prohibits video game publishers from modifying games to add gambling-like mechanisms or in-game purchases after original sale without appropriate relabeling.

Authorizes the Department of Commerce and Consumer Affairs to audit video game code to verify probability rates are calculated correctly and working properly.

Appropriates funds for fiscal year 2018-2019 to the Department of Commerce and Consumer Affairs for auditing video games sold in Hawaii; takes effect July 1, 2050.
