H.B. 2728 Summary

• Establishes a Clean Transportation Initiative requiring the Department of Transportation and Department of Business, Economic Development, and Tourism to develop plans to eliminate fossil fuels from all public ground transportation by 2035 and all ground transportation thereafter.

• Requires a 10% reduction in fossil fuel consumption in ground transportation relative to 2015 levels by 2025 as an interim target benchmark.

• Mandates the Department of Transportation submit biennial progress reports to the legislature measuring advancement toward established benchmarks and proposing new five-year reduction targets.

• Adds clean transportation as an objective in the State Planning Act to promote energy security and self-sufficiency through reduction and elimination of fossil fuels in ground transportation.

• Creates a clean ground transportation forum for stakeholder input and exempts the forum from Hawaii's open meetings law; the clean transportation initiative provisions expire January 31, 2046.
