• Establishes a prescriptive authority study group to examine options for granting clinical psychologists prescriptive authority privileges for psychotropic medications.

• Study group membership includes one House member and one Senate member (serving as co-chairs), two representatives from the Hawaii Psychology Association, a Tripler Army Medical Center representative, an advanced nurse practitioner, and a Healthcare Association of Hawaii representative.

• Study group shall examine prescriptive authority policies in other states and the U.S. Armed Forces, review results of advanced nurse practitioner prescriptive authority, and assess potential impacts of granting clinical psychologists prescriptive authority.

• Requires the study group to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2019 regular session convenes.

• Takes effect July 1, 3000.
