Makes unlawful the shipment of tobacco products to anyone in Hawaii other than licensed retailers, wholesalers, dealers, export warehouse proprietors, or customs bonded warehouse operators; violators commit a misdemeanor.

Includes e-liquid within the definition of "tobacco products" under Hawaii tax law, subjecting e-liquid to the existing excise tax on tobacco products and requiring retailers to obtain retail tobacco permits.

Requires wholesalers and dealers of e-liquid to obtain licenses from the Department of Taxation and comply with all tobacco product regulations under Chapter 245.

Increases the annual license fee for wholesalers or dealers of cigarettes and tobacco products from $2.50 to $250.

Increases the retail tobacco permit fee from $20 to $50 annually; effective July 1, 2018.
