• Creates Hawaii children's health care program as a temporary three-year pilot program providing health care coverage to uninsured children ages 31 days to 18 years old through public-private partnerships with managed care plans.

• Requires children to have been uninsured for at least six months (or since birth for infants) and be ineligible for any other state or federal health care coverage to qualify for the children's program.

• Department of human services and participating managed care plans share costs equally for premiums under the children's program, with state share paid quarterly.

• Appropriates general revenues for fiscal year 2018-2019 for program costs, two full-time eligibility worker positions, and administrative expenses; programs expire June 30, 2021.
