Establishes the Office of Medical Cannabis Control and Regulation within the Department of Health, reporting to the deputy director of health resources administration, to administer medical cannabis dispensary licensure and patient/caregiver registration.

Extends interim rulemaking authority under Chapter 329D from July 1, 2020 to July 1, 2025, exempting rules from administrative procedure requirements.

Extends civil service exemptions for department personnel until June 30, 2025, with employees transitioning to civil service positions after that date while retaining all prior service credits and benefits.

Transfers appropriations, records, equipment, and personnel related to medical cannabis functions from the Office of Health Care Assurance to the new Office of Medical Cannabis Control and Regulation.

Appropriates $140,000 from general revenues for fiscal year 2018-2019 to establish the office with four full-time equivalent positions; effective July 1, 2018.
