Exempts the land where the houseless community of Puuhonua O Waianae currently exists (tax map key no. 850020110000) from the criminal trespass statute on state lands.

Amends Hawaii Revised Statutes Section 708-814.7(1) to add the exemption alongside existing exemptions for Office of Hawaiian Affairs lands and state-designated safe havens.

Requires the Department of the Attorney General to submit written reports to the legislature no later than twenty days before the 2019 and 2020 regular sessions detailing the extent of the exemption's utilization and proposing any recommended legislation.

Preserves the ability of individuals to exercise native Hawaiian rights customarily and traditionally exercised for subsistence, cultural, and religious purposes.

Takes effect upon approval and does not affect rights, penalties, or proceedings that began before the effective date.
