Amends Hawaii Revised Statutes section 92-2.5 to add new subsection (h) permitting county council members to share government records with other council members under specified conditions.

Government records may be shared only if created by someone other than a county council officer or employee, with neutral transmittal statements and no additional discussion added.

Requires concurrent filing of transmittal documents and records in the council office during business hours, with public access at least 24 hours before any related council meeting discussion.

Prohibits vote commitments on shared records and requires electronic mailing of filed documents to requestors upon request.

Effective July 1, 2050, with sunset provision automatically repealing sections 1 and 2 on June 30, 2019, restoring prior law.
