Allocates $2,000,000 annually from transient accommodations tax revenues to the Hawaii Tourism Authority for implementing initiatives to address homelessness in tourist and resort areas.

Adds a new allocation category (subsection 6) to the existing distribution framework of transient accommodations tax revenues under Hawaii Revised Statutes Section 237D-6.5.

Maintains existing allocations to the Turtle Bay conservation easement fund ($1,500,000), convention center ($26,500,000), tourism special fund ($82,000,000), county distributions ($93,000,000-$103,000,000), and special land and development fund ($3,000,000).

Takes effect on July 1, 2117.
