Directs the auditor to conduct audits of the University of Hawaii's management of faculty workload no less than one year prior to the expiration of each faculty union collective bargaining agreement.

Requires the auditor to submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the convening of the regular session in the year each faculty union agreement expires.

Mandates an updated audit of UH's management of faculty workload to be reported to the legislature no later than twenty days before the 2018 regular session.

References prior 1973 and 1997 audits that found inadequate faculty workload policies and improper utilization of instructional faculty resources.

Effective July 1, 2017.
