Creates a new bargaining unit (unit 15) for graduate student assistants employed by the University of Hawaii, granting them collective bargaining rights.

Modifies Section 89-6, Hawaii Revised Statutes, to add graduate student assistants as an appropriate bargaining unit and specifies voting structure for negotiations (governor has 3 votes, board of regents has 2 votes, university president has 1 vote).

Excludes part-time graduate student assistants from the general part-time employee exclusion, allowing them to participate in collective bargaining regardless of hours worked.

Adds graduate student assistants to the impasse resolution procedures under Section 89-11, allowing mediation and board assistance if negotiation deadlocks occur.

Effective July 1, 2017, applying to collective bargaining agreements negotiated on or after that date.
