Establishes a department of Hawaiian home lands Hawaii island working group within the department of Hawaiian home lands for administrative purposes.

Working group shall address financing and insurance issues for department beneficiaries on Hawaii island, including impacts of unexploded ordnances on former defense sites, home financing and repair options, and insurance options for homes in lava zones.

Working group membership consists of the department director (chair), Hawaii housing finance and development corporation executive director, one senate member designated by the senate president, and one house member designated by the house speaker.

Working group may invite representatives from the Office of Hawaiian Affairs, lending and insurance industries, homestead lessees, and lease applicants to participate in discussions.

Working group shall submit findings and recommendations to the legislature no later than twenty days before the 2018 regular session and dissolve on June 30, 2018; appropriates $10,000 for fiscal year 2017-2018 operations.
