Requires legislative committees to conduct a public hearing or informational briefing within one year of receiving reports from studies or audits that were funded by legislative appropriation.

Applies to reports submitted by executive departments and agencies, the Hawaii health systems corporation, the auditor, the judiciary, the legislative reference bureau, and the Office of Hawaiian Affairs.

Committee chairs must submit reports to the applicable subject matter committee chair of each chamber, or to the presiding officer if no chair is appointed.

Allows committee chairs to request a one-year extension or waiver of the hearing requirement from the President of the Senate or Speaker of the House, with reasons posted publicly on the legislature's website.

Effective date of July 1, 2088.
