Expands the Preschool Open Doors Program to serve three-year-old children in addition to four-year-old children, with priority given to children with special needs, English language learners, and homeless children.

Amends Section 346-181 of Hawaii Revised Statutes to include three-year-olds in the program's eligibility, administered by the Department of Human Services.

Requires the Department of Human Services to report to the legislature by twenty days prior to the 2018 regular session on applicant numbers, waitlists, geographic distribution, provider participation, and capacity/funding issues.

Appropriates unspecified general revenues for fiscal years 2017-2018 and 2018-2019 to provide subsidies for the program's expansion.

Takes effect on July 1, 2075.
