Requires the University of Hawaii system to separate into three independent systems by July 1, 2022: a community colleges system, an undergraduate universities system (UH-West Oahu and UH-Hilo), and a research institutions system (UH-Manoa and related research units).

Each of the three separated systems shall have its own independent board of regents appointed in the same manner as the current board.

Prohibits the legislature from appropriating general funds to the University of Hawaii at Manoa or any program within the research institutions system effective July 1, 2022, requiring the research system to become financially self-sufficient.

Requires the University of Hawaii to submit progress reports to the legislature no later than 20 days before the 2018, 2019, 2020, 2021, 2022, and 2023 legislative sessions detailing separation progress, organizational changes, financial self-sufficiency plans, and proposed legislation.

The current board of regents, UH president, and other system positions shall convert to corresponding positions within the research institutions system.
