Establishes a nine-member Civil Rights Board within the Hawaii Department of Health, with three members appointed by the governor, three from nominees submitted by the senate president, and three from nominees submitted by the house speaker.

Requires all board members to have background experience in homelessness, mental health treatment, substance abuse treatment, human services, or criminal justice.

Authorizes the Civil Rights Board to request that law enforcement officers initiate emergency examination and hospitalization proceedings for individuals under Hawaii Revised Statutes section 334-59(a).

Allows the Civil Rights Board to order law enforcement to take action if an officer declines the board's request and the board determines an individual poses danger to public health or safety, including relocating the individual or taking them into custody.

Directs the Department of Health to establish rules under chapter 91 to implement the board's purposes.
