Creates a statewide, state-funded subsidized public service employment program administered by the Department of Labor and Industrial Relations to assist unemployed persons, including homeless individuals, find jobs.

Establishes hiring priority order: unemployed persons unemployed 15+ weeks, other unemployment insurance claimants, public assistance recipients, and all other unemployed persons.

Public service jobs must pay at least the state minimum wage; workers are not considered state employees and receive workers' compensation coverage under chapter 386 but no other state employment benefits.

Authorizes employer subsidies to defray costs of training and support services (on-the-job training, counseling, education, transportation, wages), with maximum subsidy per position and per employer determined by the director, capped at 20-week training period.

Appropriates funds for fiscal years 2017-2018 and 2018-2019 (amounts unspecified in bill text) for program implementation; takes effect July 1, 2017.
