Amends Hawaii Revised Statutes Section 21G-3(a) to require the legislative broadcast program to make audio or audiovisual recordings of public hearings and informational briefings to the extent possible within available resources.

Requires the legislative broadcast program to maintain an archive of all recordings and make them available to the public.

Appropriates funding for fiscal years 2017-2018 and 2018-2019 for purchase of recording equipment, archival materials, and hiring of necessary staff for the legislative broadcast program.

Designates the legislative reference bureau as the agency responsible for expending the appropriated funds.

Effective date of July 1, 2088 (appears to contain a scrivener's error, as this date is in the distant future).
