HB 424 Summary

• Reinstates the University of Hawaii president as chief procurement officer for all procurement contracts under Hawaii Revised Statutes Chapter 103D, removing the state procurement office administrator's authority over construction and construction-related professional services contracts

• Removes coordination requirements between the University of Hawaii and the Department of Accounting and General Services for professional services furnished by licensees under Chapter 464 for construction projects

• Requires the University of Hawaii to submit an annual report to the legislature listing all capital improvement projects approved by the Board of Regents, prioritized by campus, no later than 20 days before each regular legislative session

• Effective July 1, 2050, with automatic repeal on June 30, 2021, returning procurement authority to the prior statutory framework on that date
