Replaces the rulemaking process under Hawaii Revised Statutes Chapter 91 with the open public meeting process under Chapter 92 for University of Hawaii Board of Regents policies on internal management matters.

Requires the Board of Regents to adopt policies at open public meetings instead of through administrative rulemaking procedures, allowing public observation and comment.

Mandates disclosure of all expenditure documents and budgetary materials at open meetings with at least six calendar days' public notice before meetings occur.

Applies the open meeting requirement to policies governing residence for tuition purposes, state higher education loan fund administration, and parking fees and conditions.

Allows existing rules adopted under Chapter 91 prior to the effective date to remain in force until the Board of Regents repeals or replaces them with policies adopted under the new Chapter 92 process.
