Prohibits smoking and tobacco use, including electronic smoking devices, on all University of Hawaii premises (indoor and outdoor areas owned or controlled by the university).

Defines "tobacco product," "electronic smoking device," "smoking," and related terms for enforcement purposes, excluding FDA-approved drugs and devices.

Requires the University of Hawaii to educate students, employees, and visitors about the prohibition through clearly legible signs displayed at all entrances and conspicuous outdoor locations.

Exempts the smoking and tobacco use prohibition from collective bargaining under Hawaii Revised Statutes section 89-9, making it a non-negotiable employer right for the University of Hawaii.

Effective date: July 1, 2017.
