Allows grandparents to file petitions with family court for custody orders of minor children, requiring the child's home state to be Hawaii, the custody award to be in the child's best interest, and denial of custody to cause significant harm to the child.

Establishes three criteria for grandparent visitation rights: Hawaii must be the child's home state, visitation must be in the child's best interest, and denial of visitation would cause significant harm to the child.

Requires that family courts follow all standards, considerations, and procedures for custody and visitation under Hawaii Revised Statutes section 571-46 when ruling on grandparent petitions.

Mandates that all living parents and the child's custodians receive due notice of the petition and hearing before any custody or visitation order can be issued.

Takes effect on July 1, 2075.
