Department of Public Safety shall solicit proposals for a new 3,000-bed correctional facility to house inmates currently at Halawa correctional facility and Hawaii inmates housed in Arizona.

New facility must be operated by public employees and provide multiple custody levels (community custody, minimum-security, maximum-security) with counseling, vocational training, and education programs.

Upon completion of new facility, Department of Public Safety shall relocate Oahu Community Correctional Center operations to the vacated Halawa correctional facility site.

Department may enter into public-private partnerships for design and construction, and may use lease-option contracts to rent the facility before exercising an option to purchase.

Director of Public Safety must submit report to legislature at least 20 days before 2018 regular session with proposal list, costs, feasibility assessments, and any proposed legislation or funding requests needed for implementation.
