Authorizes satellite city halls in counties with populations exceeding 700,000 persons to issue Hawaii state identification cards, effective July 1, 2019.

Allows the examiner of drivers to distribute identification card issuance services to additional convenient locations beyond driver licensing offices.

Requires the director of transportation to submit a report to the legislature by twenty days prior to the 2018 regular session with implementation findings, recommendations, funding needs, and equipment requirements.

Aims to reduce wait times and travel burdens for customers, particularly elderly individuals and those without driver's licenses, by providing additional issuance locations.

Effective date set for January 7, 2059.
