Creates new crime of "committing a crime while on bail and awaiting trial" as a class C felony for persons released on bail without financial or property security who subsequently commit a new criminal offense.

Prohibits requiring cash, credit/debit card authorization, stocks, bonds, or real property as security for bail in cases involving misdemeanors, petty misdemeanors, or violations.

Allows bail to be denied or required for serious crimes when there is serious risk of flight, obstruction of justice, danger to persons or community, or engagement in illegal activity.

Takes effect July 1, 2099.
