Creates seven separate collective bargaining units for Hawaii Health Systems Corporation (HHSC) employees, removing them from existing statewide bargaining units that include other public employers.

Establishes HHSC-specific units mirroring existing categories: nonsupervisory blue collar, supervisory blue collar, nonsupervisory white collar, supervisory white collar, registered professional nurses, institutional and health workers, and professional/scientific employees.

Modifies negotiating authority so HHSC bargaining units are negotiated between the governor (one vote) and the HHSC board (one vote), replacing the previous arrangement where HHSC shared units with other state and county employers.

Extends impasse resolution procedures (mediation and arbitration) to apply to the seven new HHSC bargaining units under the same process used for other state employee bargaining units.

Takes effect July 1, 2017, and applies to collective bargaining agreements negotiated after that date.
