Establishes a new bargaining unit (15) for employees of the Hawaii Health Systems Corporation under Hawaii's collective bargaining law.

Removes the Hawaii Health Systems Corporation board from the voting structure for other bargaining units and creates a separate voting arrangement where the governor and HHSC board each have one vote for unit (15) negotiations.

Updates references throughout Section 89-11 to include the new HHSC bargaining unit in the impasse resolution and arbitration procedures.

Makes technical corrections to statutory language, changing "which" to "that" and "In the event that" to "If" for consistency.

Effective date of July 1, 2090, applying to collective bargaining agreements negotiated after that date.
