Prohibits manufacture and sale of manufactured marijuana products shaped to appeal to minors, including products in the shape of humans, animals, or fruits (excludes geometric shapes and fruit-flavored products).

Prohibits additives in manufactured marijuana products if designed to make products more addictive, more appealing to minors, or misleading to consumers (excludes common baking and cooking items).

Requires applicants for medical marijuana dispensary licenses to demonstrate control of at least $1,000,000 in financial resources through escrow accounts, letters of credit, surety bonds, bank statements, lines of credit, or equivalent.

Establishes process to register patients authorized to purchase medical marijuana in other states, U.S. territories, or Washington D.C. as qualifying patients in Hawaii, effective no sooner than January 1, 2018.

Amends Section 329D-7 of Hawaii Revised Statutes to add these requirements to the department of health's medical marijuana dispensary rules.
