Addresses documented decline in extension service capacity, noting a 43% decrease in extension agents over twenty years and 27% decrease since 2008.

Extension service provides science-based agricultural education, natural resource management, and community programs including 4-H youth activities, home economics, nutrition, and health services throughout the state.

Takes effect July 1, 2017.
