Repeals chapter 481E and enacts the Revised Uniform Athlete Agents Act (2015) to expand regulation of athlete agents to include financial advisers and business managers who serve student athletes for compensation.

Requires athlete agents to register with the director of commerce and consumer affairs and includes detailed application requirements covering criminal history, prior disciplinary actions, professional licenses, and financial disclosures.

Establishes reciprocal registration for athlete agents registered in other states with substantially similar requirements, subject to verification that no disciplinary actions are pending.

Requires agency contracts to contain registration status, a warning that signing may result in loss of athletic eligibility, and a separate signed acknowledgment by the student athlete or parent/guardian.

Mandates athlete agents notify educational institutions in writing within 72 hours of entering an agency contract and before soliciting student athletes, with criminal penalties for violations and civil remedies allowing recovery of treble damages and attorney's fees.
