Amends Hawaii Revised Statutes Section 304A-2251 to authorize the University of Hawaii commercial enterprises revolving fund to expend revenues for food services costs and expenses.

Adds "providing food services" to the list of allowable uses for revenues from the revolving fund, which previously included hiring personnel, renovating commercial space, and purchasing merchandise, supplies, and equipment.

Maintains existing restrictions on fund transfers, including the prohibition on using more than 10 percent of tuition and fees special fund moneys to finance new commercial enterprises.

Takes effect on July 1, 2017.
